Dando um panorama do atual sistema tribut\u00e1rio e quais as mudan\u00e7as poss\u00edveis. Dentro os pontos apresentados podem ser vistos que a tributa\u00e7\u00e3o sobre propriedade no Brasil est\u00e1 dentro da m\u00e9dia mundial, contudo sobre renda esse se encontra abaixo da m\u00e9dia mundial. E sobre consumo est\u00e1 acima.<\/p>\n<p>Contudo o deputado apontou alguns dos problemas do sistema atual: carga tribut\u00e1ria, complexidade e alto custo na apura\u00e7\u00e3o dos impostos (esses s\u00e3o os maiores problemas, pois s\u00f3 agregam custo, minam a competitividade, geram contencioso e diminuem a produtividade, e, por fim, prazo para pagamento dos impostos.<\/p>\n<p>Em fun\u00e7\u00e3o disso o sistema possui grande anomalias, como:<\/p>\n<ul>\n<li>Tributo pago na origem e n\u00e3o no destino<\/li>\n<li>Guerra fiscal \u2013 Perde-perde entre estados e munic\u00edpios<\/li>\n<li>Cria\u00e7\u00e3o da Substitui\u00e7\u00e3o Tribut\u00e1ria<\/li>\n<li>Necessidade de uma Lei Kandir para exportar<\/li>\n<li>Tributo cumulativos ou \u201cc\u00e1lculo por dentro\u201d<\/li>\n<li>Base restrita e fragmentada<\/li>\n<li>M\u00faltiplas al\u00edquotas<\/li>\n<\/ul>\n<p><strong>Reformas poss\u00edveis<\/strong><\/p>\n<p>Segundo o deputado, perante esse cen\u00e1rio uma Reforma Tribut\u00e1ria se mostra fundamental e parece que finalmente se tem um cen\u00e1rio favor\u00e1vel ao tema.
